About The Role
 To support Selwood's growth within our Business Process activities, we are looking to welcome a Tender Manager to be based at either our Middlesbrough or Chander's Ford offices.
Reporting to our Director Of Business Process, this role will be responsible for the end to end management and hold responsibility of the competitive tender process relating to company activities. This role will also focus heavily of the development, implementation and management of framework compliance relating to non- standard conditions of trade.
Responsibilities of the role will include:
      1. Tender Management

  • Management of tenders relating to the supply of goods and services under non-standard terms during enquiry, selection, award and implementation phases including Framework agreements, supply / service contracts and invited subcontract enquiries which will comprise: 
  • Vendor database / supplier verification platform interface.
  • Accreditation management and administration 
  • Pre-qualification and supplier questionnaire completion 
  • Management of tender notification, receipt and evaluation of enquiries, expressions of interest, pre-qualification and invitations to tender.
  • Communication, commercial evaluation and co-ordination of subsequent decision making process relating to submission acceptance
  • Liaison, allocation, co-ordination and monitoring of tender actions and responses
  • Tender writing, proofing and amendment
  • Management and maintenance of third party tender software platform
  • Review and submission of completed tenders
  • Contract award phase and implementation
  • Implementation and management of quality register to record gaps

    2a. Framework Compliance

  • To support cross departmental compliance to all agreed service levels and performance standards relating to supply contracts.
  • Identification and evaluation of framework compliance requirements post contract award including:
  • Operational delivery 
  • Equipment specification & standards  
  • Account management
  • Reporting
  • SLA’s & KPI’s
  • QHSE
  • 2b:
  • Allocation of required compliances within the organisation
  • Development and implementation of management process and relating quality procedures
  • Development and implementation of centralised management and / or associated IT systems to provide transparency and visibility to achieve compliance within the organisation  
  • Develop the required management systems for recording, referencing and actioning updated and / or customer instructions / requirements. 

    3. Additional:

  • Liaise with the Commercial Compliance Manager to ensure efficiency and co-ordinate fulfilment of both compliance aspects in relation to framework agreements, service and supply contracts.
  • Establish close working relationships with Business Units and Business Unit Directors across all company activities
  • Develop and maintain required document control and access systems and channels of communication.
  • Ensure that the processing of all data complies with GDPR and data protection legislation. 
  • Liaise with the quality department to ensure that identified process gaps are managed in line with the QMS 
Qualifications and skills:
  • Certificate in Bid and Tender Management or equivalent Professional Qualification.
  • Knowledge of PQQ Software or similar
  • Extensive history within stakeholder management
  • Self starter with high attention to detail
  • Ability to be forward thinking
  • A background within the Construction, Water Utility, Petrochemical or legal services industries would be advantageous
